By taking some simple steps, you can dramatically reduce the threats. </span></td>

<h4>What unique risks are associated with children?</h4>
<p>When a child is using your computer, normal safeguards and security practices may not be sufficient. Children present additional challenges because of their natural characteristics: innocence, curiosity, desire for independence, and fear of punishment. You need to consider these characteristics when determining how to protect your data and the child.</p>
<p>You may think that because the child is only playing a game, or researching a term paper, or typing a homework assignment, he or she can&#8217;t cause any harm. But what if, when saving her paper, the child deletes a necessary program file? Or what if she unintentionally visits a malicious web page that infects your computer with a virus? These are just two possible scenarios. Mistakes happen, but the child may not realize what she&#8217;s done or may not tell you what happened because she&#8217;s afraid of getting punished.</p>
<p>Online predators present another significant threat, particularly to children. Because the nature of the internet is so anonymous, it is easy for people to misrepresent themselves and manipulate or trick other users (see <a href="http://www.us-cert.gov/cas/tips/ST04-014.html">Avoiding Social Engineering and Phishing Attacks</a> for some examples). Adults often fall victim to these ploys, and children, who are usually much more open and trusting, are even easier targets. Another growing problem is cyberbullying. These threats are even greater if a child has access to email or instant messaging programs, visits chat rooms, and/or uses social networking sites.</p>
<h4>What can you do?<span id="more-1348"></span></h4>
<p>&nbsp;</p>
<ul>
<li><strong>Be involved</strong> &#8211; Consider activities you can work on together, whether it be playing a game, researching a topic you had been talking about (e.g., family vacation spots, a particular hobby, a historical figure), or putting together a family newsletter. This will allow you to supervise your child&#8217;s online activities while teaching her good computer habits.</li>
<li><strong>Keep your computer in an open area</strong> &#8211; If your computer is in a high-traffic area, you will be able to easily monitor the computer activity. Not only does this accessibility deter a child from doing something she knows she&#8217;s not allowed to do, it also gives you the opportunity to intervene if you notice a behavior that could have negative consequences.</li>
<li><strong>Set rules and warn about dangers</strong> &#8211; Make sure your child knows the boundaries of what she is allowed to do on the computer. These boundaries should be appropriate for the child&#8217;s age, knowledge, and maturity, but they may include rules about how long she is allowed to be on the computer, what sites she is allowed to visit, what software programs she can use, and what tasks or activities she is allowed to do.You should also talk to children about the dangers of the internet so that they recognize suspicious behavior or activity. Discuss the risks of sharing certain types of information (e.g., that they&#8217;re home alone) and the benefits to only communicating and sharing information with people they know (see <a href="http://www.us-cert.gov/cas/tips/ST04-011.html">Using Instant Messaging and Chat Rooms Safely</a>, <a href="http://www.us-cert.gov/cas/tips/ST06-003.html">Staying Safe on Social Network Sites</a>, and the document <a href="http://www.us-cert.gov/reading_room/safe_social_networking.pdf">Socializing Securely: Using Social Networking Services</a> for more information). The goal isn&#8217;t to scare them, it&#8217;s to make them more aware. Make sure to include the topic of cyberbullying in these discussions (see <a href="http://www.us-cert.gov/cas/tips/ST06-005.html">Dealing with Cyberbullies</a> for more information).</li>
<li><strong>Monitor computer activity</strong> &#8211; Be aware of what your child is doing on the computer, including which websites she is visiting. If she is using email, instant messaging, or chat rooms, try to get a sense of who she is corresponding with and whether she actually knows them.</li>
<li><strong>Keep lines of communication open</strong> &#8211; Let your child know that she can approach you with any questions or concerns about behaviors or problems she may have encountered on the computer.</li>
<li><strong>Consider partitioning your computer into separate accounts</strong> &#8211; Most operating systems give you the option of creating a different user account for each user. If you&#8217;re worried that your child may accidentally access, modify, and/or delete your files, you can give her a separate account and decrease the amount of access and number of privileges she has.If you don&#8217;t have separate accounts, you need to be especially careful about your security settings. In addition to limiting functionality within your browser (see <a href="http://www.us-cert.gov/cas/tips/ST05-001.html">Evaluating Your Web Browser&#8217;s Security Settings</a> for more information), avoid letting your browser remember passwords and other personal information (see <a href="http://www.us-cert.gov/cas/tips/ST04-012.html">Browsing Safely: Understanding Active Content and Cookies</a>). Also, it is always important to keep your virus definitions up to date (see <a href="http://www.us-cert.gov/cas/tips/ST04-005.html">Understanding Anti-Virus Software</a>).</li>
<li><strong>Consider implementing parental controls</strong> &#8211; You may be able to set some parental controls within your browser. For example, Internet Explorer allows you to restrict or allow certain websites to be viewed on your computer, and you can protect these settings with a password. To find those options, click <strong>Tools</strong> on your menu bar, select <strong>Internet Options</strong>, choose the <strong>Content</strong> tab, and click the <strong>Enable&#8230;</strong> button under <strong>Content Advisor</strong>.There are other resources you can use to control and/or monitor your child&#8217;s online activity. Some ISPs offer services designed to protect children online. Contact your ISP to see if any of these services are available. There are also special software programs you can install on your computer. Different programs offer different features and capabilities, so you can find one that best suits your needs.</li>

<p>The arrests were made in the state of Miranda and Aragua. He explained that the deputy director of the CICPC, Albis Pinto, research was initiated by the Spanish Civil Guard and the Autonomous D &#8216;Esquadra de Catalunya, who recently made several arrests in various parts of the country.</p>

<p>On Thursday, officials from the Scientific, Penal and Criminal Investigations (CICPC) captured two people in Miranda and Aragua states involved in the pedophile community protegenos.com.</p>
<p>This was announced on Thursday the deputy director of the CICPC, Albis Pinto, during a press conference at the headquarters of that police force to announce the annual balance sheet.</p>
<p>He noted that the first, identified as Roy Jose Escobar Castillo, 33 years old, was captured on Liberty Street, Valle Verde area, house No. 52, Guatire, Miranda state.</p>
<p>Pinto Escobar Castillo explained that sex tourism services offered to girls aged between 5 and 15 years.</p>
<p>Recently contacted by a forum page protegenos.com.a some citizens of Spanish nationality who are offered at low cost in foreign currency (euros) a package tour, which included a look at the airport, accommodation and also the meeting with the girls , for the purpose of sexually abusing these and disseminate child pornography videos on social networks.</p>
<p>He said this man, who has no police record, was ordered custodial sentence by the court 1, control circuit criminal court in Miranda state, under Article 14 of the law against organized crime, being admitted to the Judicial Center El Rodeo I.</p>
<p>Also, the second person was identified as Fernando De Abreu Correia (21 years), and captured in the Aragua State.</p>
<p>He added that this subject has no police record. The deputy director of CICPC reported that this investigation was initiated by the Spanish Civil Guard and the Autonomous D &#8216;Esquadra de Catalunya, who recently made several arrests in different locations. Among the arrests highlighted the primary administrator of the website www.protegenos.com, who used the pseudonym Anonymous 02.</p>
<p>This person frequently changed the IP address of your computer in order to not be tracked by authorities.</p>
<p>He stressed that mastery of this page was hosted in the city of Arizona, United States, in order to distract or deceive the authorities involved in the fight against child pornography.</p>
<p>Pinto said that the European authorities provided information to Venezuela, specifically officials of the Computer Crimes Division of the CICPC, through a community network called Cyberpolicías, where more than 40 countries have participated since 2003 and keep an eye on cyberdelincuentes in the world.</p>
<p>The Deputy Director of CICPC indicated that there were over 500 users in protegenos.com category forumers who interacted provide videos, photos and stories different sexual violence against children.</p>
<p>In addition, they offered manuals and instructions to capture victims for the purpose of sexually abusing these and disseminate child pornography videos on social networks.</p>
<p>The forum members of European origin interact via the Internet from Madrid, Catalonia, Galicia, Andalusia, Valencia and Aragon.</p>
<p>Venezuela users interact via the Internet from Caracas, Maracay (Aragua) and Guatire (Miranda).</p>
<p>Currently the authorities have alerted law enforcement agencies in Mexico, Peru and the United States to achieve dismantle this network.</p>
<p>Cybercrime experts continue to analyze the traces of the site to determine the involvement of other individuals involved in this dangerous network.</p>

<p>ATLATNA (MYFOX ATLANTA) &#8211; Federal agents said Wednesday that they broke up an international child pornography ring and a large part of it was being run out of Metro Atlanta. Two men were placed in federal custody and two more were faced with local charges.</p>
<p>Two men went before a federal magistrate judge Wednesday on a variety of child pornography charges.</p>
<p>Court documents state the men helped to send graphic images of young boys all over the world.<span id="more-592"></span></p>
<p>According to court documents, Joseph Gittings helped run an international child pornography ring from a home in Cummings.</p>
<p>The affidavit says he was an administrator of a website called boylover.net, which has since been shut down. Investigators said the site circulated graphic images of young boys.</p>
<p>According to the search warrant federal agents enlisted the help of a confidential source who knew Gittings. Investigators said Gittings copied a variety of pornographic images of children onto a DVD for that source.</p>
<p>Dale Hodges was arrested at a home in Roswell. Hodges has also charged in the porn ring.</p>
<p>Court papers said dale Hodges was employed by an Alpharetta learning center as a tutor and worked one on one with young children.</p>
<p>A man who lived with Gittings was also arrested by Forsyth County Sheriff&#8217;s Deputies when Gittings was taken into custody. Hodges&#8217; next door neighbor was arrested by Roswell police on child molestation and pornography charges too.</p>
<p>Giddings and Hodges are due back before a federal judge Monday.</p>

<p>He was traced after the FBI tipped off UK police, a court heard.MacRae, who pleaded guilty to eight charges relating to the 2004 abuse, was sentenced to 12 years in prison.</p>
<p><!-- E SF -->Det Sgt Eric Myers, of Northumbria Police, speaking after the hearing at Newcastle Crown Court, said: &#8220;The sentence reflects the horrific nature of the crimes he was involved in.</p>
<p>&#8220;MacRae instigated these offences against an innocent girl for his own twisted gratification. &#8221; The court heard that MacRae was tracked down after a two-year investigation involving the FBI and the UK based Child Exploitation and Online Protection Centre (CEOP). Ruth Allen, head of intelligence at CEOP, said: &#8220;MacRae believed that because he was thousands of miles away from his victim law enforcement would be unable to connect him with these horrific offences. He was wrong.&#8221;</p>
<p>MacRae was put on to the Sex Offenders&#8217; Register for life.</p>

Panama Star PANAMA. The number of pornographic videos involving minors has increased dramatically according to a report of the Judicial Investigation Department (DIJ). It receives an average of two movies a month.</p>
<p>Several investigations have revealed that behind the production of these pornographic videos with children are adults who profit from their sale. The most shocking factor is that some of the blue videos are recording by minors using the cameras of their cellular phones. The authorities confirmed that many of these videos were recorded in schools and asked teachers and parents to control the use of cellular phones.</p>
<p>According to the DIJ report, what is more worrying is that this child pornography is finding its way on the Internet, which constitutes a more serious crime.<br />
In November 2007, the daily El Siglo reported that a net of pornographers were selling DVDs of minors performing lurid acts in David, Chiriqui province. The video was filmed in a local school.<br />
This is an ongoing problems that the authorities trying to contain, but due to the financial rewards and the secrecy surrounding crimes involving minors it is difficult to detect and arrest the culprits.<br />
Child pornographers face a sentence of between seven to ten years.</p>

<p>MP George Galloway has revealed he was abused as a child, as he backed new checks for adults working in schools.</p>

<p>The charity&#8217;s report found that when therapy was available to young victims, there could be a delay of up to a year on waiting lists.</p>

<p>Often therapy was offered too late, when a child was already showing the effects of the abuse, and a gap was identified in provision to deal with rape and sexual abuse.</p>
<p>The NSPCC&#8217;s Debbie Allnock, who led the research, said there was a need for &#8220;huge investment&#8221; into therapeutic services for children.<span id="more-359"></span></p>
<p>&#8220;Sexual abuse can have devastating consequences for a child but it remains a low priority within mainstream mental health services and among local authorities,&#8221; she said.</p>
<p>She said the abuse often led to &#8220;severe long-term behavioural, criminal and addiction problems&#8221;.</p>
<p>&#8220;It takes bravery for a young person to tell someone about their sexual abuse and ask for help.</p>
<p>&#8220;But their suffering may only get noticed when they show significant signs of distress, anguish or damaging behaviours. They may then have a long wait for the support they desperately need.&#8221;</p>
<p><strong>&#8216;Ashamed&#8217;</strong></p>
<p>George Galloway revealed he was abused when he was 11, as he backed a scheme to vet everyone who works with children which comes into effect in October.</p>
<p>It has been opposed by leading authors who go into schools, including Philip Pullman, who said the idea was &#8220;ludicrous and insulting&#8221;.</p>
<p>However, writing in the Daily Record, Mr Galloway said the checks would be worth it if they spared a child the &#8220;horrors&#8221; of sexual abuse.</p>
<p>Referring to child killer Ian Huntley and the Dunblane Primary massacre, he wrote: &#8220;Every time a Soham murderer or a Dunblane Thomas Hamilton emerges, I die a little inside as I remember that dirty old man driven by the same perverted interest in sexually attacking kids.&#8221;</p>
<p>Mr Galloway said he had not even revealed the abuse to his wives.</p>
<p>&#8220;All I feel is ashamed, though I was the child victim and he the aggressive predator.&#8221;</p>
<p>In response to the NSPCC report, a Department of Health spokesman said it had commissioned a report into youth mental health services.</p>
<p>&#8220;There have been considerable recent improvements in the delivery and quality of child and adolescent mental health services (CAMHS) due to a 62% increase in spending since 2003-04 and a year-on-year reduction in waiting times,&#8221; he added.</p>

Hope Family Center will begin a large-scale, comprehensive study of the effects of child abuse. Funded by the National Institute of Mental Health, the five-year, $2.25 million research project aims to understand how a complex host of factors &#8211; from genetics and family environment to hormonal regulation, personality traits, and brain activity &#8211; influence the well-being and mental health of children who have experienced child maltreatment.</p>
<p>&#8220;What is novel about this study is that it seeks to understand these children from multiple perspectives &#8211; neurocognitive, neuroendocrine, and neurophysiological as well as psychological,&#8221; said Center Research Director Fred Rogosch. &#8220;We will obtain very diverse assessments on the same child, providing a holistic view of the multiple ways in which child maltreatment affects development,&#8221; Rogosch said.</p>
<p>&#8220;Our focus on what factors support resilience is equally important,&#8221; Rogosch added. &#8220;Many abused children go on to lead productive, well-adjusted lives. Identifying these pathways to success is vital because it says to children and adults that &#8216;they are not doomed&#8217; by an abusive childhood.&#8221;<span id="more-318"></span></p>
<p>Rogosch and Dante Cicchetti, McKnight Presidential Chair and Professor of Psychology and Psychiatry at the University of Minnesota and the former director of the Mt. Hope Family Center from 1984 to 2005, are principal investigators of the study.</p>
<p>Research and popular understanding of child abuse have traditionally looked at the psychological and behavioral consequences of maltreatment. For example, the links between early trauma and depression, suicide, substance abuse, and aggression are well documented.</p>
<p>But more recent studies show that early trauma often also affects basic biological systems. Abuse during critical developmental years of life can alter gene expression, disrupt normal hormonal responses to stress, and affect brain development. To date, however, studies of these biological consequences have been limited to small groups of abused children, primarily those hospitalized with mental illnesses.</p>
<p>This new study involves a large group of 500 children, aged 8 to 10, half of whom have a history of abuse or neglect and all of whom come from low-income backgrounds. Rogosch explained that by selecting participants with similar environments, researchers will be able to differentiate the effects of maltreatment from the general stress of poverty.</p>
<p>Participants will attend a weeklong recreational day camp conducted by the center. &#8220;The camp setting provides an excellent opportunity to learn from these children,&#8221; Rogosch explained. The program offers a nurturing environment while at the same time giving staff extended opportunities to get to know the children&#8217;s personalities, to evaluate their relationships with peers and parents, and to measure the extent of any mental health symptoms, such as depression, <a title="What is Anxiety?" href="http://www.medicalnewstoday.com/info/anxiety/what-is-anxiety.php">anxiety</a>, Post-Traumatic Stress Disorder, or disruptive disorders. In terms of biological consequences, researchers will track a variety of physiological responses including brain activity and the regulation of cortisol, a hormone associated with stress. The study also will investigate whether specific gene variations are protective against trauma-related psychopathology.</p>
<p>Ultimately, these multiple approaches will be integrated into a more holistic understanding of how child abuse affects both physical and mental health. That understanding, according the investigators, can inform prevention and intervention initiatives to improve the lives of traumatized children and impede the development of mental illness later in life.</p>
<p>Established in 1979, the Mt. Hope Family Center is recognized internationally for integrating scientific research with evidence-based intervention and prevention services for at-risk children and families. The Center helps Rochester area children and families cope with exposure to violence, trauma, mental illness and maltreatment while at the same time improving treatments for families around the world.</p>

<p>These features attracted the attention of the international press. Two stories were issued in 2007, simultaneously with the arrest in Argentina; psychologist Jorge Corsi, professor of family violence at the University of Buenos Aires, reported crimes attributed to them in Venezuela Edelmiro Guerreiro Carlos Ascanio and Nouel Calcaño of 44 years and 39 years old, respectively.</p>
<p>The psychiatrist Verde Francisco Acosta, secretary general of the Venezuelan Society of Forensic Medicine, explained that these people have a sexual disorder, but when they are fully charged they are able to differentiate between good and evil.</p>
<p>“Pedophiles are in control. They know what they are doing is not right.</p>
<p>His reasoning ability enables him to know the consequences of the act committed, both to themselves and to children and society in general, “he said.<span id="more-300"></span></p>
<p>Guerreiro and Nouel underwent forensic psychiatric examinations and it determined that they were in their right mind, even though engaged in acts that are classified as sexual deviations.</p>
<p>The ability to discern led to the admitting of the facts to the Public Ministry, and avoid statements that could reach 30 years in prison.</p>

<p>“Man has three areas: thought, emotion and behavior. Sometimes one thing has nothing to do with the other. These cases are subject to deviations from normal sexual attraction. In this sense, intelligence has nothing to see, but how to feel, “he explained.</p>
<p>In the network. In the cases investigated in the country and in Argentina, the sexual acts were disseminated through forums for P2P file exchange type (peer-to-peer).</p>
<p>In countries like United States, Canada and the European Union the disclosure of such content is a crime.</p>
<p>Videos attributed to Nouel Calcaño were detected by a special unit of the Spanish Civil Guard in May 2005. The judicial police took two years to identify and capture Nouel and his accomplices. However, the research earned him the Crab Gold Division Chief Crimes Against Commissioner Luis Bustillos.</p></div>
<p>Nouel Guerreiro, the suspect, could not be detected. According to Rafael Núñez, an “ethical hacker” who has cooperated with the authorities. The suspects used their personal computers which left a trail known as IP (Internet protocol), making it possible to determine their location.</p>
<p><strong>Parental Controls</strong></p>
<p>Minors, generally, are at a disadvantage compared to people who use the network in a systematic way to capture their victims. If the child has access to a computer it is suggested for parents to follow the following recommendations made by Rafael Núñez:</p>
<p>Reporting hazards: The parents or guardians should talk frequently with the children about the problems you may encounter when using the Internet and the procedures that apply to a possible pedophile first contact with their victims. The expert said that is a new version of the advice: “Do not accept candy to strangers.”</p>
<p>Monitor computer use: the child should not feel independent when surfing the Internet. The PC or laptop must be located in a place other than the living room, where parents or guardians can see what content is exposed.</p>
<p>Moderating filters: programs for regulating access to certain web pages which may be obscene.</p>
<p>The child runs the risk of preventing them from accessing content that may not need to be restricted.</p>
<p>Parents or system administrators should review the access levels. Furthermore, if the filter or the controls are very tight you probably should look for a friend’s computer or a cybercafe.</p>

<p>It is necessary to find a fair balance.</p>
<p><strong>First Contact</strong></div>
<p>Although reported cases might suggest the existence of a profile of a pedophile, both Green and Nunez indicated that the only element in common is the sexual deviation.</p>
<p>Nunez, deputy director of the Counter Pedophilia Investigative Unit known as CPIU, an organization based in United States dedicated to the fight against online predators, noted that in most cases children are victims of a known person. It has established the existence of a cycle that ends with the victimization of the child. The first contact can be through chat rooms rooms or while surfing the Internet. But in Venezuela this is usually accomplished through physical presence.</p>
<p>Pedophiles looking to earn the trust of their victims: they simulate an eye for care; pretending to accidentally rubbing or asking for help or a known address. They can rely on drugs or a position of authority in a group to which the child is present.</p>
<p>Discussing with his victim and eventually displaying pornographic images. Intended to bring up the issue and increase the exposure of children to the images.</p>
<p>The last step, said Nunez, is the victim’s own access to display photos or even engage in sexual acts. “Therefore, parents should accompany their children and monitor their activities, to detect any abnormalities or changes in behavior,” he added.</p>

<p>Francis Green points out that not all pedophiles respond positively to psychiatric treatment. “The process is complex and results are not one hundred percent flattering.</p>
<p>In Venezuela there are very few institutions that can do it properly, “he said.</p></div>
