36 year old Paul L. O’Neill of Center Road, Mcgraw is charged with Possessing a Sexual Performance by a Child, and Endangering the Welfare of a Child.

O’Neill is being held in Cortland County Jail, in lieu of a $10,000 cash bail.

—JERRY RAY KINMAN, 52, of Cumming, Georgia, was sentenced today by Senior United States District Court Judge William C O’Kelley to federal prison on federal charges of receipt and possession of child pornography. United States Attorney Sally Quillian Yates said, “This defendant was previously convicted of child molestation. After being released from prison for those horrible crimes, he once again victimized children by purchasing child pornography.

His behavior clearly poses a danger to our children and demands this lengthy prison sentence.” KINMAN was sentenced to 10 years in prison to be followed by supervised release for the rest of his life.

He was also ordered to pay a fine of $2,000. KINMAN pled guilty to the charges on August 12, 2010. According to United States Attorney Yates and information presented in court: KINMAN was linked to an international child pornography investigation when he purchased images of child pornography from a Belarus-based child pornography website. During a consensual search of his home in Georgia on February 10, 2010, agents found images of child pornography on his home computer and stored on various forms of electronic media.

The computer and the storage devices were seized and searched by the FBI. Investigating agents found approximately 14,000 images and 54 videos of child pornography on his computer. In 1994, KINMAN, who was serving in the United States Navy and stationed in Hawaii, was convicted in a United States military court on three counts of indecent acts with a child. As a result of those convictions, he served approximately four years in prison.

Child safety expert and ex-pedophile Terry Parker drops in on the morning show to share some insider tips from his years spent as a sex offender!

A Toronto police detective related a story at a safe texting event that could be considered a teenage boy’s worst nightmare.

“In one case alone from this year, over 40 teenage boys shared video of themselves naked and touching their private parts,” Det. Sgt. Kim Scanlan, head of the Toronto Police Service’s child exploitation unit, said Friday.

“Each of them believed that the person they were sharing with was a young teen girl — although they’d never met in person. They’d only texted and shared on some social networking sites.”

The “teen girl” turned out to be an older man, she said.

That man then turned around and shared the video with other pedophiles, Scanlan said.

“The embarrassment and humiliation of the 40 boys we could identify was monumental. None of them wanted anyone else to know, and few would agree to come to court,” she said.

Another case saw a teenage girl send pictures to an online boyfriend who also turned out to be involved in distributing child pornography, she said.

“Too many do not seem to fully understand the real-world consequences of their actions,” she said.

“School-age teens are getting into trouble by sharing suggestive digital text, video and images. More and more of these images are ending up in criminal investigations, which waters down the real horror of child pornography,” Scanlan said.

The detective was speaking Friday at an event at Runnymede Public School on safe texting.

Texting is an integral part of life for today’s teens. They are estimated to send an estimated 3,000 text messages per month, or about six per waking hour.

“That’s one of the ways I communicate with my son actually is through texts,” said Laureen Harper, Prime Minister Stephen Harper’s wife, who attended the event. “Last night I actually texted him.  I could hear him — ‘go to bed’ — so I use that all the time.”

Many parents don’t understand the technology and how it can be misused — while many teens don’t know how to stay safe.

The TextED.ca website is designed to teach students in Grades 7 and higher how to avoid trouble.

It had the approval of Ishta Xavier, a 13-year-old. “I like all the games and activities because it’s really teaching you tips and stuff but in a fun way for children.”

Harper admitted she didn’t know all the lingo associated with texting, such as POS — or “parent over the shoulder — and code9, meaning an adult’s around.

The site contains a section called “the 411″ — guidelines for safe texting.

Number three? “I will never send nude pics, either of me or another, via text message (or by any other means).”

A north Texas man pleaded guilty on Wednesday before U.S. Magistrate Judge Jeffrey L. Cureton to one count of receiving child pornography, announced U.S. Attorney James T. Jacks of the Northern District of Texas.

This case was investigated by the U.S. Immigrations and Customs Enforcement (ICE) Office of Homeland Security Investigations (HSI), the Saginaw Police Department, and the Sansom Park Police Department.

Robert John Devalk, 38, of Saginaw, Texas, has been in custody since his arrest in August 2010. He faces a maximum statutory sentence of not less than five or more than 20 years in prison, a $250,000 fine and a lifetime of supervised release. Sentencing is set for Feb. 22 before U.S. District Judge Terry R. Means.

According to documents filed with his plea, on June 25, Saginaw Police Department detectives executed a search warrant at Devalk’s residence. A forensic examination of his computer and related storage was conducted and officers discovered more than 100 images of child pornography. Devalk admitted that he knowingly received, via the Internet, images and videos of child pornography of children ranging as young as 10 years old engaged in posing and in sexual acts.

According to the affidavit filed with a criminal complaint, on June 24, a Saginaw Police Department detective advised that during an interview, a 16-year-old victim described details of sexual encounters with Devalk that occurred at the defendant’s home. The victim stated that they had sexual intercourse and that during one of the sexual encounters, Devalk video recorded it and stored it on his computer. The victim was able to see the sexual encounter on the computer screen as it occurred.

This investigation is part of Operation Predator, a nationwide ICE initiative to protect children from sexual predators, including those who travel overseas for sex with minors, Internet child pornographers, criminal alien sex offenders, and child sex traffickers.

ICE encourages the public to report suspected child predators and any suspicious activity through its toll-free hotline at 1-866-DHS-2ICE. This hotline is staffed around the clock by investigators.

Suspected child sexual exploitation or missing children may be reported to the National Center for Missing and Exploited Children, an Operation Predator partner, at 1-800-843-5678 or http://www.cybertipline.com.

Assistant U.S. Attorney Alex C. Lewis, Northern District of Texas, is prosecuting this case.

A 72-year-old man accused of creating child pornography was released on R10 000 in the Bellville Magistrate’s Court on Monday, the City of Cape Town said.

The man was arrested at his home in Bellville on Friday after the Vice Squad and Human Trafficking Task Team received a tip-off from someone in the community.

“Officers raided the suspect’s house and found pornographic material in his possession, the City said in a statement.

“Upon investigation, they found that the suspect would lure his victims, who were between the ages of 12 and 15, by buying them expensive cell phones and clothes. He would then take pornographic photos of them.”

The City said the Vice Squad urged parents to be aware of any potential threats in their neighbourhood, and to keep a close eye on their children’s activities.

It also said it was “grateful” for tip-offs such as this one and encouraged people to come forward with any information. -

Jay Abregana Previously Convicted Of Sexual Assault, Child Porn

HONOLULU — A convicted sex criminal once declared a “sexually dangerous person” is charged with sexually molesting and videotaping sex with a 12-year-old boy.  

Jay Abregana is in prison again after allegedly luring a boy into sex, just two years after the government predicted he would do exactly that. Prosecutors said he was seeking out boys consistent with what he had done before.  

Abregana, 40, was charged with multiple sexual assaults and with making child pornography with a 12-year-old boy.

 ”They met at a video game store,” Deputy Prosecutor Klemen Urbanc said.

 Abregana’s alleged predatory behavior was predicted three years ago while he was in federal prison.

 ”The Bureau of Prisons determined that the defendant was a sexually dangerous person and stayed his release,” Urbanc said.

 He had been convicted of child porn and indecent exposure in 2002. Based on his apparent inability to control his behavior, federal authorities attempted to have him committed to a mental hospital, but in 2008 he was freed.

 Judge Helen Gillmor ruled “… it has not been proven… that Abregana is a sexually dangerous person who would have serious difficulty in refraining from committing acts of child molestation.”

 Now, with new charges, prosecutors wanted him locked up without bail pending trial.

 ”There is a serious risk that the defendant will engage in illegal activity as he had done consistently throughout the period of the past 10 years,” Urbanc said.

 Judge Richard Perkins refused, keeping Abregana’s bail at $200,000.

 Abregana is expected to plead not guilty when he is arraigned next week.
