Illinois National Guard Maj. Brad Leighton says William Miller of Galesburg agreed this week to a Chapter 10 discharge, which means he admitted to unspecified misconduct and has been dishonorably discharged.
It is not clear if Miller will be prosecuted when he comes home. Army officials say they have not been in contact with civilian authorities.
Miller was charged Jan. 5 with possession of child pornography.
Miller’s family has said he had innocent photos they sent him of a young relative. Army officials contend the charges are not related to those photos.

The arrests have been made across the country

43 people have been arrested in several provinces across the country on the latest National Police swoop against child pornography. 95 searches have been carried out and a further 61 people are indicted in the case. More than 1.2 million archives have been impounded, taken from 21 computers, 142 hard discs, 264 DVDs and 9 memory cards.
The initial complaint was presented to the police in Cataluña, who were alerted to the existence of a P2P network being used after a user downloaded a video of two adults abusing two youngsters.
The operation took place in Madrid, Comunidad Valenciana, Andalucía, Aragón, Asturias, Cantabria, Navarra, País Vasco, Murcia, Galicia, Castilla-La Mancha, Castilla y León, La Rioja, Baleares, Extremadura and Canarias.

Hotels and airlines will no longer allow the use of the Internet on their premises by anyone searching for child pornography or sites that peddle child sex tourism.
If any of their employees is found helping tourists abuse children, these industries will ensure the workers are sacked and arrested. Besides, all employees will be trained to keep an eye on paedophiles.
These are some of the guidelines framed for the tourism industry to curb child sex tourism. The guidelines have been drawn up by Pacific Asia Travel Association’s (PATA) India chapter and the ministry of tourism. Sources said state tourism departments will start implementing them in the next two months.

New Delhi: The government will crack down on the tourism industry if they don’t stop visitors from bringing children into their hotel rooms for sex or watching child pornography on the Internet.
The Centre has sent hotel owners and tour operators a set of guidelines and a code of conduct to prevent the sexual exploitation of children by guests. This means the tourism ministry not only wants all hotels and cyber cafes to keep an eye on what people watch on the Internet but also deny them access to child pornography content on websites and television.
The code forbids tourists from seeking out children for sex via chat rooms, discussions groups etc. Staff in hotels and cyber cafes at all tourist spots have been asked to alert local police if they find child pornography material on guests.

The Conservatives plan to introduce a new bill that would compel Internet service providers (ISPs) to report child pornography to the police, CTV News has learned.

The proposed legislation would require ISPs to report to a designated agency on tips they receive about websites where child pornography is available. They would also have to notify the police if the ISP believes a child porn offence has been committed using their Internet service.
Similar legislation is already in place in the United States.
Child rights advocates have long lobbied for the measure. Canada is the world’s second largest home to online child pornography and the second-largest online seller of child pornography material, such as images, videos or memberships.
According to the Canadian Centre for Child protection, about half of all child pornography images feature children under the age of eight and nearly a third of those images feature serious sexual assaults. (more…)

MANILA, Philippines (Xinhua) - President Arroyo has signed Republic Act 9775 or the Anti-Child Pornography Act of 2009 which seeks to make Filipino children less vulnerable to the illicit trade by imposing stiff penalties on anyone found guilty of any form of involvement in child pornography and enjoining private entities to help in the effort, according to local media Wednesday.
Republic Act 9775, which Arroyo signed on Tuesday, defines child pornography as “any representation, whether visual, audio, or written combination thereof, by electronic, mechanical, digital, optical, magnetic or any other means, or a child engaged or involved in real or simulated explicit sexual activities.”
It provides that a victim of child pornography shall be considered as a victim of a violent crime, and metes out penalties ranging from mayor to reclusion perpetual and a fine of 300,000 to 5 million pesos (6438 to 107,296 U.S. dollars).

ADAMS — Veteran Adams Police Officer Alan C. Vigiard, 45, was arrested last week and charged with possession of child pornography. He has been placed on administrative leave pending further investigation, authorities said Monday.According to state police reports, Vigiard, who is married with two children, allegedly downloaded and viewed child pornography in the Adams Police Department evidence room. He pleaded not guilty to the child pornography charge Friday in Northern Berkshire District Court.
Police Chief Donald Poirot and the State Police Berkshire Detective Unit began investigating after a folder containing 153 images of child pornography was copied onto CDs with evidence for a larceny case and sent to the Berkshire County district attorney’s office, according to court documents.
The images included both male and female children “clearly under age 18″ in various states of undress and in sexually explicit situations, according to state police reports. Mixed in with the pornographic images were pictures of clothed teenage girls who have been identified as being from the Adams area.

They were identified following information from an Internet user in Extremadura
Three people have been arrested in Alicante province for allegedly using P2P file sharing to distribute images of child pornography over the Internet. Two of the three Spaniards under suspicion were arrested in Pedreguer and the third in Orihuela.
A fourth suspect has been identified in Badajoz, Extremadura, but has not been taken into custody.
Three property searches took place in Alicante province last week, during which officers seized 9 hard discs, a laptop computer and other items containing a number of pornographic images and videos. It’s understood from EFE that the investigation began in Badajoz last year on information from a member of the public on the video seen on the file sharing program.
